District 5

District 5 is responsible for all the electricity produced. Their main priority is the Capitol, and if ever the Capitolites are overusing energy, slowly power is taken from other Districts. First Twelve, then Eleven, then Ten, and so on. It has never gone past District 9. During the Games the residents must work extra hard to harness enough power for all Districts to see. They are very polluted, smoke usually filling the air. Thunderstorms are common here, which has been useful to the many workers.
