District 12
District 12 - by far the poorest District - has the task of mining coal for the fireplaces of Panem. The rocky mountain ranges and dusty plains signify an extremely varied landscape. Everything seems to be coated in two inches of dust. The miners work hard, but get little pay. Many die of starvatio here, and the few merchants usually only eat the stale and bad food they produce - if that's their job at all.
